INTRODUCTION
============
The Simulated Hockey League has been around for many years. What once
started out as a league on a local bulletin board, has taken off to
become one of the largest and most successful leagues on the Internet.
The league currently has over 40 people involved in it in various
capacities. We have a 16 team pro league, a parent club run farm
league, and an affiliated junior league.
The SPHL also stages a version of the World Cup, called the Nations
Cup. The dedication of the GMs makes this league possible.

ACQUIRING A TEAM

THE REQUIREMENTS
----------------
1) Must have an E-Mail Account.
2) All new owners must have IRC Access
3) Must check and respond to mail twice a week.
These are only the minimal requirements, of course. A GM must read
through the rules and decide whether this league is for them. The SHL
requires participation from all of its GMs. These are usually in the
way of articles or fantasy broadcasts, which are of top quality. This
ensures that everyone in the league knows what's going on with your
team, and keeps the lines of communication open.
The league also prides itself on its history. Many events are
documented, and considering this is our sixth season, the league does
have a lot of history. Through writing articles and operating web
pages, that history is kept for reference making the SHL something more
then just a HLS2 league.
All applications for a team will be considered, but you must show
yourself to have considered the aspects of the SHL, and how you would
fit into the league.

WHAT SORT OF LEAGUE IS THIS?
============================
The SHL is an off-season based hockey league. That is, you will
spend more time planning things like creating a working budget, signing
players, deciding how to advertise, and how much to charge for tickets,
than you will in deciding who will be your goalie. This is the
complete GM-ing experience, it's not all fun in trade talks.
The SHL allows you to enjoy the full aspect of being a team owner,
without having to shell out millions of dollars.

RULES OF OWNERSHIP
==================
1) All correspondence must have the respective team name at the top of
the messages.
2) The league reserves the right to fine any team that does not hand in
materials when requested.
3) Any team unable to pay their player salaries will be placed on
probation.
4) All teams must have a stadium
5) Only the league has the right to fine teams for not abiding by the
rules. The league has the right to fine teams for not obeying by this
rule or any other rule in the book, without having to fine or punish
another team who is not obeying by the same, similar or different rule
in the book.
6) The Laws of Canada will apply to the league unless there is a
mention of the rules in the SHL rule book then the SHL rule book will
apply.
7) The Standard Encyclopedic Dictionary will be the prime source of all
words in this document and any other document sent out by the league,
accept when the term has been defined by:
a) The National Hockey League
b) The SHL rule book.
c) The Hockey League Simulator
d) The Hockey League Simulator 2
e) The Wayne Gretzky Hockey game
f) The Wayne Gretzky Hockey 2 game
g) The Wayne Gretzky Hockey 3 game
The terms SHL, SPHL and SFHL will be used interchangeably but the rules
apply to all organizations.

GENERAL RULES
=============

Teams
-----
A team is a group of players with a General Manager. A team in the
SHL consists of both the pro and farm players. A GM may only be the
owner of one team.
A team may not change divisions without league permission.

Team Locations
--------------
No team may play in the same city as another SPHL, SFHL, WPHL or
ICHL team. If you change your team name or your city name you will lose
all current promo points.
No SHL Regular season, play off or pre season games may be played
outside North America.

Games Being Played
------------------
The League has the right to determine when and how the games are to
be played. Any change to the simulator may not happen with out a 75%
majority vote.

Date Changes
------------
The league has the right to change dates, if they give 24 hours
notice or if they get permission from the teams that are involved. A
team is considered to be involved if they are playing the game. Teams
who are not playing but are affected by the outcome of the game, are
not involved in the game.

Cash
----
No team may purposefully spend more money then what they have.

Formulas

The league need not release any formula that it uses.

Assistant GMs
-------------
An AGM is any one who acts on behalf, with or for a team. Only teams
can earn promo points. Anyone part of the team is considered the team.

Probation
---------
If a team is on probation, the league will appoint three owners in
good standing to decide what to do about the owner. The committee may
elect on a majority vote to do anything from stripping the team of a
player or draft picks, to expelling the owner from the league. All
decisions of the committee are final and the Commissioner has no power
to change their decisions.
Note: Contribution to the league is not a requirement, but it should be
pointed out that without contribution a GM will not be able to
financially maintain their team. There is no requirement to promote
ones team, but without promotion, the team will have financial trouble
which will lead to probation.

Fines

The league has the right to fine teams, up to $1 million, or three
times the damage done, for breaking of any laws.

Play-offs
---------
The league will determine who and how many teams will make the
playoffs. The league will announce the rules before the regular season
and once set cannot be changed until the following season.

The league has the right to determine who gets to coach the all star
game and where the all star game will be played.

PROMOTION POINT SYSTEM
======================

Promotion Points
----------------
You can earn promo points by writing articles, but opportunities
occasionally arise where you can earn them by helping the league.
An Individual team may not sell or transfer promo points to another
team or another individual.
Any promo point earned by a gm, or assistant gm is considered to be
earned by the team, and belongs to the team.

Articles
--------
An Article is anything that is sent to the league mailing address.
Anything that is sent to the Head Office will not count toward a
team promo point total.
Anything that the head office determines not to be a promo, before
the promo is sent will not be rewarded as a promo.
The league has the right to determine the value of the promo. The
league does not have to release the amount of promo point given to an
individual or group of articles.
Any GM that has been in the SPHL for 5 consecutive seasons will be
awarded "VETERAN" status. As a "Veteran" the GM will have the option of
receiving a 25% bonus on earned promo points for the purpose of meeting a
ticket price quota. The bonus will not be used if a GM has met his ticket
price quota.IE; it acn't be used to build up a fanbase.
A teams maximum fanbase is set at 100,000.

Jobs & Rewards

The league has the right to determine who gets the Job. All Jobs
last for one season. The exception is the WPHL and its affiliates.

Note: In order for people not to double Dip, you must decide
if you want the promo points for running the league, or the old promo
points of running the league plus writing. In other words, you cant
get 1500 points plus what you write.

The editor job is to take promos that other people write and
edit them for grammar and spelling, and make them correct.
- Newspaper Publisher: 10 per article (10 articles a week)
The Newspaper publisher, makes then presentable on the web page, maybe
adding some touches like color fonts/graphics etc.
- Money for trade Adjuster: 75
- GM/Non GM recruiter: 25 promo per name + 10% of their promo points
- Record keeper of all non-GMs monies/promo points: 20 promo points per
person
- Record keeper of TV Stations & ownership: 150 promo points per
station.
- Programming: up to 5000 promo points per program + up to 500 per
season they are used
- Running a League SPONSORED tournament: up to 500
If you have any suggestions please bring them forth, all job
suggestions will earn you 25 points if used.
All jobs are on condition that we use them.
Losing Promo points

You will lose promo points for
1) Not voting for the all star game
2) Not sending in a draft list
3) Not responding to any vote sent by the league
The amount of promo point you will lose will be 30 per incident.

Note: Not only article length is looked at, but also article quality.
Each team gets 7.5 million per season in TV contracts. The team with
the most promotion points gets a bonus of 1.0 million.
Division winners receive $750,000. Siegel Cup Finalists receive
additional bonuses, with the winner receiving $1.25 million, runner up
$625,000.

RULES OF THE GAME
=================

Player Roster
--------------
All SPHL clubs are limited to 50 players . At NO TIME
may you have more 50 players on your roster. Any player not
signed becomes a free agent, regardless of age.
All teams must be able ice a full team. This includes 22 players,
including 2 goalies, 3 forwards from each position and 6 defensemen, as
well as three other non-goalies. Teams will want to have extra for
injury purposes.
All Teams must provide a farm club of at least 18 players.
Any team not able to meet these requirements will have a player
assigned to them, on a pay per game basis, and at a rate based on the
HIGHEST PAID PLAYER in the league.
No farm player can be called up after the trading deadline unless
they have played either 20 games in the pros, or have played 25% of
their games in the pro.
No goalie can be called up unless then have played 10 games in the
pros or 35% of their games in the pros.
No player may be sent down after the trading deadline unless they
have played:
-- 20 games on the farm, before or have played 25% of their games on
the farm.
-- 10 games in the farm, if they are goalie, or 35% of their games
on the farm.

Age & Retirement
----------------
Goalies have a 10% of retiring at the age of 32. This number goes up 4%
each year, or when their injury rating gets too low.
Players will retire based on a formula by the commish.
The attributes will change based on the age of a player. Injury rating
will be adjusted as follows:

GOALIES
-------
Goalies in the SHL will be updated manually while all other players
will be updated by the computer.
All goalies are grouped into 4 categories, (a,b,c,d) based on their
assigned salary in the hls2 program. All groups have the same number of
goalies in them. A goalie must play at least 8 games to be grouped.
The goalies will then be grouped by their save percentage and as a
second key their GAA. For every group a goalie moves up or down they
may lose/gain (1-3) rating points.
If a Group a goalie stays in group A, he will be ranked along with all
the other goalies in terms of pct. Then 80% will be divided by the
number of goalies. The lowest goalie will have one fraction of that
percent to go up, the second goalie would have 2
fractions and so on. The reverse will be true for the players in the D
category.
No goalie may lose/gain more then two points in any stat before all
other stats have one.
No goalie over the age of 34 may gain in Injury.
Goalies also may have their injury reduced further based on the
following chart.

Goalie Restrictions

Goalies may not play the full season. The number of games that they
can play is decided based on their injury stat, and uses the following
formula:
Maximum games played = Inj*(Number of games in a Season)
At most a goalie can play 90% of the season if their injury value is 9.
Once this limit is reached, the goalie is placed on the injury list and
will not be able to play a game until the play-offs.

During the playoffs goalies get a +2 added to the injury number to
determine whether they can play. Afterwards, a percentage dice is
thrown , if it is less then the inj number, then the goalie may play in
the game, otherwise the back-up is in net.

TRADES
------
-------------
Trading Teams
-------------
A GM may not trade teams with another GM. Also, you may not trade
more then 15 players who started the season with you, to any ONE team
in the same season.
A trade is made official only when Marc Siegel receives confirmation
from all GMs involved.
Once one team sends in a confirmation, then the other parties have
48 hours to send theirs in. Failure to do so will nullify the deal,
unless a specific time period is requested for an extension past the
default 48 hours.
Once a party sends in their trade confirmation, they can not take it
back. The trade can then only be nullified if the other parties
involved do not confirm the trade.
All trades must include the salaries of all players involved.
Failure to do so will result in the trade not being processed.
The trading deadline is after 78% of the games have been played.
You may not lend players to other clubs
You may only trade current draft picks.
You may not sell draft picks to another team.
All trades must be sent by the teams GM directly to the
Commissioner. No other person may send the trade, to the league,
unless the GM has given prior permission for that person to do so.

Trading Draft Picks
-------------------
You may trade any draft pick from round #1 to #5.
You may only trade draft picks one season in advance.
You may not make a trade on the basis of another trade being
completed at a later date.
All players who are involved in the trade, must be named at the time
of the trade. You may not trade players on conditional basis, nor may
you trade players for future considerations or other similar
arrangements.

Lending/Loaning Players
-----------------------
You may not lend or loan a player or players to another team.
The lending of a player to another club, is considered to take
place, when one team trades a player or players, to another club, and
then re-acquire:
a) that player
b) all the players that were traded
c) some of the players that were traded
within the time frame of less than one season.
For example, if you trade player X to team Y at game 54 in season #6
you can not re-acquire him, directly from team Y until game 54 of
season #7.
You may however re-acquire him if a third team becomes involved
whose original purpose of acquiring the player, players or some of the
players was to keep the player , the players or some of the players.
If a team or teams break Rule C as above, the league can either:
a) levy a fine of up to $1 million
b) cancel the trade and revoke trading privileges of that team for a
period of time
c) cease the player in question
No team can knowingly participate in helping teams get back loaned
players by being a third party member, as stated in the above section.
No third party team may trade for a player from Team A and then
trade it to team B, if Team A and Team B could not do the trade
directly.
And the trade was for the purpose of settling the loan.
Any team that offers another third party team money, or players
to that third party team, to settle a loan of players will be fined
the greater amount of either 1 million dollars or 3 times the amount
offered to that team.
If it is a player or players, the league will auction off the
player. If the amount received by the league is less then 1 million
the player who's team the player came from, before they were sent to
the third party team would make up the difference. If the amount is
greater then 1 million dollars, the team whom the player came from
before being traded to the third party team will have no claim on the
excess amount.
The third party team will receive 25% of any money the league gets
due to this fine or due to the result of the auction.
Free agents are considered to be with out a team and can be traded
back from the team they came from.

CONTRACTS

Contract negotiations take place at the end of every SHL season with
free agents, unsigned players, and newly drafted players, under the
following terms:
- Contracts can be for 1-4 years in term.
- The amount that a player will ask for is based on the market and the
loyalty the player has to the team.

All salaries are paid on a pro rated basis.

All contract offers must be sent to the league in the following
format:

Rookie Salary Cap

The rookie salary cap is $700,000. All first round picks sign for 2
years at $700,000, but all other picks can sign for 1-4 years at an
amount up to $700,000.

Farm Only Players
-----------------
All Farm players 1/50,000
Once you begin negations, you lose the right to offer a player a
farm contract.
A farm only player may not play in the pro league for the duration
of the contract.
Negotiations are started once the team offers a player a contract.
All player contract offers must be sent to the Commissioner’s e-mail
address.

Unsigned Players
----------------
Any player who is not signed by his current team, becomes a free
agent. The current team gets to match and beat any offer by offering
20% or less.
The Current team is defined as the team that the players last game
is played for.
The player, if signed, will sign for the lesser amount of his free
agent offer or his true offer that he wanted. His true offer is
defined by the leagues computer negation system.
If a player signs for his true value and not the free agent offer,
then the team who signs him will have to pay out the difference between
the true offer and the free agent offer, from their cash on hand.

Free Agents

All players who are 32 years and older are unrestricted free agents
if they are not under contract to any SHL team.

-- All players who are 32 years of age and older are unrestricted free
agents if they are not under contract to any SPHL teams.
-- At the end of the season a list of Free Agents will be made up which
would show not only the players ratings but also what type of personality
they have but a ballpark figure of what he is looking for.
-- Before this list is sent out, teams that had the FAs under contract
will be given one opportunity to make an offer. If their offer is as good
or better than what the FA would be looking for, there is a chance he will
accept it.
If the FA has a money personality, he will accept it.
If the FA has a loyalty personality, he will accept it.
If the FA has a winning personality and the team made the playoffs he
will accept it.
If the player has a fame personality and he is the top player in his
position he will accept it.
-- If none of the above the FA selects to go to free agency.
-- Once that stage is done the list of remaining free agents will be
officially released.
-- All teams ( even those in the red, a player will take it into
consideration ) will then have a set period of time to make offers to the
FAs.
-- The FAs will then look over all of the offers they have received.
-- If an FA receives more than three offers he will select the three he
believes are best for him.
-- When the time limit has been reached a new list will be released
showing the fAs and which three teams that he will continue negotiations
with or teams that he will not negotiate with ( If a team sends in a
ridicuulous offer he will blacklist that team ). If a FA has received less
than two eligible offers he will continue negotiations with all teams
except for any that he may have blacklisted.
-- Eligible Teams at this point can request a copy of the offers the FA is
looking at and then make one last pitch.
-- After a set period of time the FA will announce who he has decided to
sign with and why.
-- Marc Siegel will be the agent of all FAs and all decisions are final
with no exceptions.

Minor League Free Agents
------------------------
Any minor league player who is 27 years old or older, who played in
the minors the previous season, has the right to play out his option
and then become a free agent.
For example, Kevin Stevens is 26 years old and has one year left on
a contract. The Orcas send him to the minors.
When Kevin turns 27 he is with out a contract, he can then elect to
play next season as a minor league free agent, and when he is 28 he
becomes a complete free agent.
The Orcas can stop this by a) signing him, or b) making sure when he
is 26, he is not a minor league player in the last year of his contract

Free Agent Team Loyalty
-----------------------
Loyalty is based on how long that player has been with your club.
The longer the player has been with you consecutively the more loyal he
will be. If you trade a player and then re-trade for him, the loyalty
must star anew. The following is the bonus for being loyal to your
players:

The offer bonus means that the player will add the bonus to your
contract offer, when making a decision as to which team to sign
with.

Waiver Rule
-----------
During the season you can send any player down to the farm,
but only players who are 22 years of age or younger will be exempt from the
waiver wire. If a player is placed on waivers, any team may pick
him up for a small cost, but must then keep that player on their pro-
roster.
In between seasons a player of age 30 or over will be placed on
waivers if sent down to the farm team. Players of age 29 or
younger may be moved with no consequence.

Waiver Claims
-------------
Waivers are based on the current standing in the league, with the
worst team getting first choice. The price of claiming a player on
waivers is $50,000. Any player who is claimed on waivers must
spend 5 games with the team before being moved. You may not send any
player down to the SFHL.
After the SPHL Trading deadline unless they have already
played at least 25% of the season on the farm.
In between seasons the players on waivers will be drafted. You
may only acquire one player per round. The waiver draft will work the
same as the entry draft.
During the season it will be on a first claim basis.

Buy Outs
--------
SPHL teams may buy out the contract of any player. Any player
that has had his contract bought out, becomes a free agent.
The cost of the buyout, is the full amount of the contract,
however, the money may be recovered in full or in part, if the player signs
with another club.
The original team, will receive an amount of no greater then the
face value of the contract. If the new contract is greater than the
previous contract that the player had with his old team, the old
team will receive a full refund, but won't receive anything extra.

Entry Draft
-----------
The teams draft in order from worst team to best team. All non-
play-off teams draft first, in order from worst record to best record.
Record is defined as by the winning percentage of the team.
Playoff teams are then put in order based on the record of the
regular season.
The league will do its best to draft the players on each team draft
list, however, if an error occurs, the league has no obligation to
compensate the team. The league may compensate the team at its own
discretion.
The Draft
During the SPHL Draft, SPHL GMs have the option of drafting any
player currently playing in the SJHL, aged anywhere from 15-20.
The drafted players aged 15-17 years old, MUST remain in the
SJHL for their SJHL Eligibility years.
If a player is drafted still in his SJHL Eligibility years (15-17) he
will be the property of the SPHL Team he is drafted from, until he
turns 18 years old.
Players drafted aged 18-20 or players drafted in their SJHL
eligibility years who turn 18, are also the property of the SPHL Teams, but
the SPHL has a few options.
(1) Assign him to the SPHL Team
(2) Assign him to the SFHL Affiliate
(3) Leave him in the SJHL
Drafted players aged 18-20, re-assigned back to the SJHL, will
have their salaries payed by the SPHL Team and SJHL Team. The
SPHL Team will pay 9/10 of the player's salary, and the SJHL
team will pay 1/10 of the player's salary for each season he
remains in the SJHL. These players will remain with the SJHL Team that
owned their rights at the time of the time they were drafted.
Every season a new draft list will be made, consisting of 16-20 year
old players who were undrafted in the previous draft, and the new
15 year old players entering the SJHL.
Undrafted players aged 18-20, undrafted by a SPHL Team and still
in the SJHL, will be still eligible to play in the SJHL. The SJHL GM, will
have the option of paying the older player 10% higher than his previous
season's salary, (1 year contract only) or make him a free agent.
Each season a maximum of 4 players who are in the draft can be
above 65 rated

Star Players
------------
All fans love seeing their stars on the ice. When this happens,
they will want to come to the game more often. To take advantage of
this affect, the SHL rewards the teams with these player, with (1-3)
promo points every-time they play a game.
To account for the extra fans, the league determines who is a
star, but the following items influence the determination:
Winning the scoring title
Winning an award
Scoring more then 50 goals +1
scoring more then 60 goals +1
Being the best +- in the league
The top Defensemen
breaking a record +2
There also are the super-stars in the league -- players that have
been stars season after season. These players can earn their
team (4 promo points) every time they hit the ice.

At the start of each season the GM will select a ticket price per
seat. Playoff tickets = $30 +5 each additional round.

At the start of each season the GM will select a ticket price per
seat.

Attendance is calculated by the following formula:
market*((home winning percentage+overall percentage))/2)
Money and Fan base
The Fan Base starts at 30,000 people by default, which is the
amount of people that can potentially come see your hockey
games. This number gets multiplied by your winning percentage
(home%+overall%)/2 for an actual per game attendance capacity.
This is limited by your stadium size. If your stadium only holds
10,000 people, that's the maximum number of people that will
watch each game.
You will also be given the chance to set ticket prices. The amount
you charge per ticket is dependent on how many promo points you
want to maintain. The chart is listed bellow.
If you want to set a price greater then $40 please let me know, so
I can tell you how many promo points you need to get during the
season.

Your fan base will then increase or decrease based at the end of
the season based on this formula:
(Actual Promo Points - Promo Points needed to maintain) *10
If your promo point maintenance is high, you charge more for each
seat to your stadium, but if you don't write enough promotions to
match that total, your fan base will decrease. If you set yourself a
lower promo point maintenance base, and write more promotions,
your fan base will increase but you will receive less for every seat.
Your New Fan Base is kept year to year. If you charge a lot for
every seat and your fan base decreases, it will be that value for
next season, so it might start at 25,000 for example. Lower prices,
and your fan base could increase to 37,000 giving you more fans to
attract next season.

THE SHL TAX SYSTEM

All teams will have to pay a 10% tax on any year end profits. That
is all earnings minus all expenses. This tax will go into the League fund.
When a GM leaves and a new one comes into the league he takes
over a team as it is.
Now if a team that a new GM takes over is in debt the league will
use the League Fund to pay off its debts so that it will start with a 0.00 bank
account. Any other monies that the team wants will have to be
borrowed.

COMPLAINTS

Unlike many leagues out there, where the commissioner's word
is law, the SHL has taken a more judicial stance. The SHL believes that
the owners should have a voice, and in this regard the SHL has in its
place a judge, who has the ability to over-rule the commissioner in
certain matters.
The judge, however, can not over-rule the commissioner when it
comes to how the games are played, and areas of that nature.
GETTING A TRIAL
---------------
In order to get a court trial you must do the following:
1) Submit a refundable bond of $500,000 to the court
2) Get the GM-Rep to approve your case
- If you fail to get approval, you lose your $500,000
- If it is approved, the $500,000 is returned to you and a trail
date is set.
RULES OF THE COURT
------------------
You may only sue for cash.
You may not sue for anything that happens within the playing of
the game, including using the wrong goalie, using the wrong players,
using the wrong coach.
